You aren't supposed to need special instruction to understand what the Bible means, just thoughtful consideration. The Bible is simply saying that it is human nature to want a secular dictator, a king, a tyrant, someone to be Mommy or Daddy who will order us around so we don't have to make decisions for ourselves. The Bible is also saying that we have the ability to make that choice, and that even though it is a mistake, God will allow us to make that mistake.
If you read the Bible merely as a commentary on human nature, it's remarkable how true everything rings. [There are other, often more important, meanings in the Bible, but I find the human side particularly charming.] King David, who looked out at a beautiful woman, wanted her even though she was married, and then tried to hide what happened when he found out that she was pregnant, sounds a whole lot like people we know today. John spent three years with Jesus and still missed the lesson on humility, as we see in his description of himself as "the disciple Jesus loved most". We all know people like John too.
