The problem is probably related to the fact that there are millions of devices upgrading to ios9. If even 1 out of 1,000 has issues, youre talking about thousands of unhappy users.This.
I've read that the upgrade has already been installed on over 100 million devices. If we were to assume that the problem only occurred once per thousand users, there would be 100,000 users having problems. I suspect the real issues are actually lower than that.
I have it on an iPad 3rd gen., iPhone 5, iPhone 6, and iPad Air 2. Works fine. No crashes what so ever.
No problem downloading either. At that was on the first day.
iOS 9 Beta program participant - was a fairly smooth beta run. I was rolled to the 9.1 beta just before the general release of iOS 9. So far, pretty functional. No major issues at all.
I seriously suspect at least SOME of the issues are related to folks who fill their devices with garbage, leaving little to no space for the iOS updates to download and install properly. No different than a PC with a nearly-full hard drive, with a user that just doesn’t “get it” why stuff runs slowly - and software updates take forever, and often create issues...
I am not going to discount that some users may have issues through no fault of their own... but I would suggest that is the exception, rather than the rule - But we also know that the loudest voices on such things are those who DO have issues.
My Wife just told me that her iPhone 5S has been freezing up on her. Mine’s been working fine.
She updated hers on wi-fi, and I did mine through iTunes.
Also, I just saw that there’s a new version 9.0.1 that just came out today.

Have her back hers up and then do a restore. But First. . . do a hard reset of her iPhone. Hold down the home button and power buttons for fifteen seconds until the phone switches off. The just hold the power button until the white Apple appears on the screen. Often that makes all those kind of problems just go away.
