Call me crazy, but if you have one group of people who tends to be more comfortable in cool temperatures and another who tends to be more comfortable in warm temperatures, then it seems logical to set the building temperature on the cool side and let the latter wear a bit more clothing.
The alternative is to set the temp on the warm side and have the former lounge around nekkid, and nobody wants to see that in the workplace.

Our home is totally air conditioned with the thermostat set at 73 +/- one or two degrees. My wife loves warm weather and will go outside to the deck, or where ever, to “enjoy the warm and often very humid air”. This past week we have seen temps (outside) in the 90’s, she loves it, I’ll stay inside thank you.
