Going just as planned. This is a first step in federalizing the police.
Suggestion—local po step back, let the Lynch mob do the work.

There is nothing in the world that they can touch without soiling, infecting, and destroying.
Sooner or later, this will have to be dealt with.
And not in a gentle manner.
It does raise that question, doesn’t it?
They just have to have room to do violence.
Why not transform Baltimore into a Special Administrative Region on the Hong Kong model and lease it to the Chinese for the next 50 years?
Put a nice high double chain link fence around the city with guard towers and let the PLA enforce discipline as needed. Baltimore residents could elect only an advisory council.
At the end of the 50 years, it would be either as prosperous as Hong Kong or the residents would be replaced. Most likely some combination of both.
And just what are the Feds going to do? Talk sternly to gunfighting gang members in an effort to avoid killings? Perform secret arrests that do not make the papers?
Same crap went on in Florida when the press whipped up a frezny around Travon Martin’s failed attempt at winning a beat down.
It appears the local police have stood down since ordered to during riots. There is no benefit for them to police aggressively. Perhaps outsiders will put pressure on them.
Quite frankly, this should come as no surprise.
So here we go to a federal police force instead of local police and the Mayor/D.A are yet again showing how the local police have lost respect for them.

So, what is this supposed to lead to?
The Feds are probably 10x harder to sue if there is a grievance. Or, maybe the perception is that if a Fed performs a violent arrest, Loretta can just sack him or transfer him elsewhere. “Fed have much more self control”.
I guess as long as nothing whatsoever is done to address the underlying causes or minimally, to lessen the crisis atmosphere of the current situation, a liberal good deed that can be lauded has been done. Cool.
I hope they at least pick people that used to be Baltimore PD, otherwise they will be useless.
Conduct a couple of seminars, drink nightly on the taxpayers' dime, make friends with a few of the more attractive local hookers. Same as everywhere.
