Law-enforcement officials said a false alarm of a gunshot at the Washington Navy Yard prompted a huge response from security officials concerned about possible violence ahead of the July 4 holiday weekend.
The facility was in lockdown for several hours Thursday morning as multiple law-enforcement agencies responded in tactical gear.
The episode was sparked when someone heard a loud noise, thought it was a gunshot, and called 911, the officials said.

So somebody’s car probably backfires, and all of DC panics?

Or it was a test.
Or setting up for a future diversionary tactic. They likely orchestrated this to check how many LE personnel from the DC area would move from their normal areas of responsibility to the Navy Yard, thereby exposing other areas for criminal activity or terror attacks.
