Yes, they do. If anyone thinks that those fake SSNs aren’t known and tracked and logged (for eventual creation of a real SSN account with standing) they’re badly mistaken. Anyone who has basic programming and database skills could figure that out.
Even for stolen SSNs, even multiple times, the fakes (each fake use) are kept separate from the real account so the real owner doesn’t get undue earnings credits to increase their payout.
SSA knows, keeps track and quietly allows it for temporary gain of 7.65% (times two) each month. When the time comes to legitimize them “what me worry?” The American taxpayer is on the hook for a 50 million strong monthly payout.
The system is catching up to these fake SSNs through e verify and so on. But keep in mind, that’s a relatively new development. That’s why I said let that system mature and cleanse over time. It will happen.
