You wrote that his behavior was “INITIALLY discovered when one of the girls went to her father in tears.”
The PARENTS said that he was the one who went crying to them.
The DAUGHTERS said that he was the one who went to the parents.
Read the POLICE REPORT on page 13:

The names are blacked out. According to the parents AND two daughters, it was the boy himself who went to the parents.
LOOK AT PAGE 13 in the police report again.
It says the parents found out in MARCH 2002.
He was born on March 3, 1988:

That means he had JUST TURNED 14 THAT MONTH, just as the parents said.
As I wrote in my post, that IMPLIES that he was still 13 (or possibly younger) when the behavior started.
