The intent is to control the food supply.

Actually, once you control peoples health care, you pretty much have control of everything else in this country....see tag line.

It's a two way street. In the late Roman republic certain populist politicians offered a grain allowance to everyone. They won but were saddled with a constant need to keep that going forever or face uprising. The old saying about bread and circuses to keep the population content was no joke, it was literal.

Bottom line, people seem okay with increasingly oppressive boots on their necks because they don't really notice it that much. Ban this, regulate that, we still have plenty of circuses to keep us content. But if they start going hungry the game changes.
