There’s probably a helluva lot more to the story. But the bottom line? You DON’T shoot someone in the back. ESPECIALLY someone who is running AWAY. Murder? Meh, likely not. Manslaughter? Absolutely.

If a cop does shoot guy down like this, it is probably a good idea to not get caught on camera planting a taser next to the dead guy.

Even if they are toting an AK-47 and running for cover?
Or how about running to a car to get away? There are
reasons to shoot someone in the back.

For it to be manslaughter there can't be malice aforethought, i.e. intent to harm, kill or reckless disregard for human life. You don't fire 8 shots without intent to harm or kill or without a reckless disregard for human life. Maybe not first degree murder but certainly second degree.

Trouble is they seem to NOT charge cops with the bigger/lesser offense.
Only the biggest offense.

Then, the jury can’t find the cops guilty of the biggest offense. So they are not guilty.
