I wouldn’t lump volunteer firefighters in with the ‘government employee’ lot. The volunteers see more live action!
Don’t bet on it. Volunteer fire depts. are not what they used to be. Enormous trainings, and they are paid, because they have to fall under the auspices of the employed to be required to take the programs. Only a dollar an hour but it is onerous.
