If the welfare system does not take your benefits for felony behavior (As opposed to Federal Retirements which carry that loss potentially/As opposed to Veterans Benefits which are lost for illegal drug use), then there is no incentive.
If you are a person whose primary means of support include illegal activity.
If you are a drug or alcohol dependent loser... no incentive.
If you are part of a culture that celebrates Rape behavior... THE INCENTIVE IS TO MISBEHAVE.
If you believe as a culture that the laws are unfair and that you have protect the nice little boy who is selling pot at 13-14 years old and later rapes a neighbor, then you have incentive.
If your culture circles the wagons around the offenders and protects them.
If your culture is full of criminals, and so much violence, that everyone is dangerous at different levels to so many of that culture at every interpersonal relationship level, then you are at RISK - just as palestinians are at risk from Hamas....
The democrat party help destroy their family units and blacks willfully went along with it?
Shouldn't blacks only comprise 14% of the population of Ferguson, if proportionality is the goal? If there are fewer black residents per capita, fewer will be arrested, right?
You can see where this kind of thinking can lead, and it isn't good. But that is where Obama's new Schutzstaffel will take us.

So now,punks "of color" in Ferguson will get a free pass just about every time they commit a crime (rob a 7/11? No problem!).
And,of course,there will now be dozens of convictions overturned and hundreds of civil suits filed.
The statistics indicate blacks are about 1.4 times more likely to be arrested in Ferguson. Since they are several times more likely to commit crimes, Ferguson cops are likely giving a pass to lots of black criminals.
Just the Justice Dept. ignoring the African elephant in the living room. Nothing to see here, move on.
Missing from the conclusions is the all-too-plausible one that the “Just Us” department will insist on *increasing* the arrest of whites to match the black arrest rate.
Because it's even more firmly established scientically than "anthropological global warming, cooling, & climate change" that all cultures are equal, except of course for European ones, which gave us the KKK and the Nazi party; and that all races commit crimes at the same rates.

The answer to this manufactured problem is simple: Obama will issue an executive order that blacks will only be arrested in proportion to their number in the population—and that to arrive at that percentage only major crimes will be enforced and prosecuted.
Bingo, we will have arrived at a color-bline system of criminal law, thanks to Obama the One.
Is not even a racial issue. It’s one of social class.
