You would let a license stop you from communicating in civil war times? BTW it is perfectly legal for anyone to use a HAM radio in the event of an “emergency”.

So, you want to go from using an unlicensed, high data-rate communication medium (Internet) to using one that requires a license - from the FCC (Amateur Radio). You remember the FCC right? They are the ones imposing net neutrality.
You might want to come up with a better plan of action.

The government can impose restrictions on the Internet by literally shutting off the spigot to your house.
Try as they might, there’s no mechanism to shutdown radio traffic over the air.
I know my plan of action, thanks. Perhaps you should rethink yours?

Yes. Unlicensed radios are severely limited in range. Just because it’s a handheld doesn’t mean you can’t get some serious range obliging licensing to assure responsible use.

It’s a start, and it will take off as the tech becomes cheaper and cheaper. All business will route around over regulation, driven underground, or in this case overhead.
