When my credit card number was stolen by an HP computer employee who used it for $$$ of iTunes, Apple refused to stop honoring the orders and wouldn’t release the person’s name. HP also refused to cooperate with police. Both companies have lost my business forever.

It is your bank who is responsible for following through on the fraud. Not you. Apple has no way of knowing if you are attempting to defraud them or not. You may have authorized the person to use your card. Only your bank is qualified to negate the charges after a police report of fraud is made. Apple would cooperate with the police on an investigation, but you might not be aware of such investigation's results because YOU are not the party defrauded. The bank is the defrauded party because the bank is required to re-imburse you under credit card fraud regulations.
