I just re-joined FR and I would like to post to my local NC state board but I am not able to. How do I get the ability to do that?

Just pull the chain, and off you go!
With the tube full of water the external pressure of deep Sea installation wouldn't be so much of a problem.
The Tube buoyancy problem would be overcome as well as the safety problem caused by undersea earth quakes.
If the tube is damaged it goes to sea pressure and crushes the contents like a sardine can, but no dramatic flooding or excessive structural destruction.
This, worryingly, look feasible...on paper.

I understand Seattle has one that you probably could get cheap. It's a little used and needs a bearing job. You'd just need to get it...

I just had a scary moment: I have been hungry for Mexican food, so I bought a can of tamales, some refried beans and a box of Rice-A-Roni Mexican style rice and vermicelli.
I went to cook up the Rice-A-Roni today, and after everything else was done, I went to serve up a portion of the rice mix. As I was dishing it up from the frying pan, I saw something shiny... It was a thing like the business end of a brad or the pin from a watchband. I’m glad I found it before I ate the darned thing...

"Benthospheric Tube Transport." You could use tubes on planet Venus. Atmospheric tubes.
It's easy to get stuff to float there, just fill it with nitrogen gas. Floats like a hot air balloon!
The real problem, other than a bit of wind, is coming up with enough plastic to provide the gas envelope.
So in a scene reminiscent of Dustin Hoffman hearing about his potential future as "The Graduate", I would say for the future of Venus the answer is "Plastic!"
Mostly Teflon, actually.
