I thought that was illegal except in certain parts of Nevada.
I guess the only difference is in Nevada, they are paying for it!
Straight from the rules:
“Upon the completion of a Lovin’ Act by an unofficial winner and verification of any eligibility requirements to the Lovin’ Lead’s satisfaction, the unofficial winner will be deemed an official winner of one (1) Prize. If the official winner has already placed an Order at the counter at the time they are notified they are an unofficial winner, the Lovin’ Lead will award the Prize by processing the official winner’s Order so that no monetary payment is required to complete the register transaction. “
