But I did see the suspect exit the vehicle with what appeared to be two empty hands up, at about shoulder height.

I did not see the officer “reach in and remove the gun from the glove compartment.”

It was not wise of the officer to tell the suspect that he was going to kill him if he reached for something. Secondly, exciting the vehicle was not enough of a threat increase to shoot the suspect.
