The NFL uses part-time officials for exactly that reason. The ideal NFL official is someone with a prominent position in a respected profession who has his own professional reputation to protect. They really do want officials who look upon officiating as more or less a "hobby."

When you think about it, the money isn't even the issue. The NFL couldn't possibly pay officials enough money to keep them from throwing a game if they really wanted to.

Refs make $10 grand a game plus expenses. The average ref takes home $200 k. A guy connected with Vegas like Hochuli can leverage that to make $millions, if he works for his masters correctly, IE, is not caught. But he is a lawyer, so he knows the rules of admissible evidence.
