The computer scientist credited with inventing the World Wide Web has called for affordable access to the Internet to be recognized as a human right, as a report showed that billions of people still cannot go online and government surveillance and censorship are on the rise.
Tim Berners-Lee said Thursday the Internet can help tackle inequalitybut only if it comes with the rights to privacy and freedom of expression. The Briton, who launched the Web in 1990, made the remarks as he released his World Wide Web Foundations latest report tracking the Internets global impact.

Seeing as how it was first developed and used as a convenient communication tool on high speed ARPA net comms between universities, likely on government sponsored contracts, etc. it is understandable how he might feel this way.
IOW an erstwhile tool for academic elites that has been overtaken by the common citizen, business, capitalism, enterprise and freedom. They can’t stand it and advocate government control.
A human right, eh? Does that mean that I have to pay for other peoples’ access? Why not just say what he means: take all money from those who earn it and give it to those who lob around waiting for their EBT cards and obamaphones.
I believe a Telescreen is a human right.
A right is something that government is not allowed to interfere with your doing, like the Right to Keep and Bear Arms.
An entitlement is something that somebody else (typically the taxpayers) is compelled to pay to provide you with it.
In the US, even the homeless have internet access. Just walk into a library and ask to use one of the PCs.

What do we mean by a “human right”? That everyone is entitled to have someone else provide access to the internet, without any cost to the person? Who, then, bears the cost, because there is a cost associated with internet access?
There can be no right which requires anyone else to act, work or pay for what is claimed as a right.
It is a human right, if the humans in question are willing to pay for it and to dispose of governments that would restrict it.
A “right” cannot be something someone else must provide. That is slavery.
