TCU beat a 2-9 team by a margin that was similar to OSU beating a ranked team, plus OSU played one more game and used a third string QB to win yesterday.

Simple rules http://www.collegefootballplayoff.com/selection-committee-protocol
They state that if a conference has not championship game, that the head-to-head win will establish the highest ranking team from that conference. Therefore, Baylor would jump TCU. I believe this is exactly what happened.
