Every windows PC on earth ships with security vunerabilities. It is what updates are for. Absolutely true. Many of these low end Android Tablets are non-updatable. When you buy a $49 tablet, it isn't going to be a very good maker who provides access to updates. Most people who buy them aren't going to have a clue about how to Root them and install something better than the pre-installed junk.

A security vulnerability on most computers is equivalent to an unlocked window on the second or third story of a windowed office building, or a key hidden in under a rock on the grounds.
Shipping the machine set to SU is more like a a windowed office building with NO LOCKS on the doors.
My guess is the intent was mainly laziness and ease of access for the developers, but who knows?
