I just read on another thread that he is not going to issue an EO but instead take "executive action" with is not the same thing.
In doing so he will require his agencies to make changes administratively through the regulation process.
This is such a mess.
Looks like there was a lot of blowback over the EO trial ballon.

This “Executive action” verses “Executive order” verses “law” is the same trick he used to give us “czars” instead of “cabinet members”. Same output without having to have the same input. It’s just a word game , he’s taking powers the Constitution denies him.
