That problem is usually solved in a competitive market by raising the cost of services.
However if this minimum wage increase applies only to Seattle, nearby business on the outskirts of Seattle won't have to raise prices and the Seattle businesses are at a disadvantage. -Tom

What is the legal basis of a city controlling the wage contract between employees and employers?
Fire all marginal employees and limit new hires to proven workers. Raise prices to cover increased expenses. That’ll solve it!
