HRS 841-3 says they have to do a complete investigation. And autopsy and a crash investigation will meet that requirement. Not to your satisfaction but to theirs. Again without evidence of wrong doing they will not do DNA tests to ensure that it was Director Fuddy.
All of the discrepancies that you see work against your theory of a grand conspiracy. If they wanted to hide her being spirited away, the cause of death would have been consistent, the investigation would have been consistent.

You don’t seem to qrasp that the Maui County Police Chief said that HRS 841-3 was NOT IN EFFECT. It would be in effect as lonq as there was any unattended death within Maui County jurisdiction, which includes the water surroundinq Molokai. Doesn’t matter who was in the body baq, as lonq as they were a real person and were dead. But the Police Chief says there was NO unattended death within their jurisdiction. He said they took no sworn witness statements because there was NO DEATH within Maui County’s jurisdiction.
