Simple question: who do you trust more? A simple majority of congress or 3/4 of the states?

I have a better idea. Back in the Eighties, an idea that popped up was called the "Utah Option". As to what it has to do with Utah, I never figured out. According to the Utah Option, the Constitution would be amended as follows:
- If the legislatures of three-fourths of the states vote a No-Confidence Resolution, the current federal government is dissolved.
- Elections for Congress, President and Vice President would be called in 30 days. This would include all of the Senate no matter which "class" a senator belonged it.
- No sitting congressman, senator, president or vice president would be eligible to serve in the new government.
- Upon the new government being seated, all federal judges would be fired. The new president would appoint the new judges with the advice and consent of the new Senate.
- All bureaucrats and civil servants would be fired, and the new government would fill their slots as desired.
I think this idea would have more power than what you are suggesting.
