Carter planted plenty of the legal seeds that Clinton expanded on which helped create the housing bubble, just for starters. Fortunately he was limited to only 4 years, because he had done so much damage in that short period of time, otherwise, his damage would have been even greater. Beyond his Presidency he continued to be a source & force of evil coupled with incompetence.
He unequivocally deserves the 2nd spot.
Carter gave up the Panama Canal, helped oust the Shah of Iran who was replaced by the Ayatollah and pardoned all the Vietnam draft dodgers, deserters and traitors.
