How in tarnation would you know that? Was it not possible the tiny dog suddenly just ran past, squeezed through the door when opened? This happens all the time.
Was the dog not running away from the cops when shot?
So the dog was not the threat.
Did you see the dog? Really not much of a threat. It might bite at you ankle but a swift kick and the dog runs off.
