Without “evil” corporations, how do they afford to build interstellar spaceships?

Matt Damon's Elysium was another of the world distaster movies. In 2150 Los Angeles was filled with slums and poverty and unemployment -- sort of like many sections of present day Mexico.
The Elites have moved off-planet to a gigantic space station.
The Damon character finds a way to get onto the space station, disrupt it, and steal medical care for the poor people of earth.
The movie fails to admit how Los Angeles and the rest of the planet got in such a bad condition, except that those evil elites took all the 'good' and left all the 'bad'.
Recurring theme, but it apparently sells movies. The computer graphics are usually nice.
