I can’t bring myself to look at the entire video.
From descriptions I think charges are possible, along the lines of negligence.

What I saw was a hotheaded 20 year old running on the track with a race car headed towards him..!

Dumb move in my opinion. If the driver stayed in his car we wouldn't be talking about this..

Irate 20 year old driver putting himself in a very dangerous situation. 48 year old businessman and professional driver places his vehicle precariously close to an immature, emotional, irate young man. Only one man should have known better, he took a precarious situation and made it deadly. Did he mean to kill the kid? No. Did he try to avoid the situation? No. It sure looks like reckless endangerment with a dose of manslaughter. If this was Mark Martin, the DA would suspect an accident. With Tony’s history, going to get interesting.

There isn’t a racing surface in the world that is PEDESTRIAN friendly. Not even Baja 1000—where spectators get into the path of the vehicles all the time.
