The determination of what constitutes "other major emergencies" will, of course, be at the descretion of the president. This could easily lead to novel uses of the broadcast system to "inform" Americans about significant "events" (e.g., the abolishment of congress).

There is no off switch and tampering with them is probably punishable by death.
