Well I don’t know what the highways are around where you live, but around here (LA) they are not meant for pedestrians.

This happened in LA I believe. I don’t believe I’ve ever seen someone walking on the freeways in LA.
The fact that she was there, barefoot, at all certainly meant to the cop that he was dealing with someone who was either on drugs or mentally not all there, it would seem.
Now I agree the cop sort of gave it to her, but I myself (just speaking for myself here) really didn’t see brutality in his actions.
That may be because I’ve gotten used to some stuff, but it didn’t seem like it to me.
Just saying.

The moment you are straddling someone punching down at them, you are the aggressor. Period. There is no set of circumstances short of wrestling for the cop’s gun (which she was obviously NOT doing) that would justify beating her about the head. He was not acting as an LEO at that moment, and he should be charged to the fullest extent of the law. If a cop can do that and not be charged, then there is no law at all in the US today...
