No fan of Alec Baldwin, but one would think with all the crime going down in NYC, the NYPD would have more important things to do then using two cops to effect an arrest for going the wrong way on a bicycle. Many don’t carry ID while bicycling, and a ticket in lieu of arrest would have served the purpose.

I agree. But such is the nature of police states.

But how can you ticket someone who has no ID, and could thus offer just about any fictitious name and false address?
