Environmental experts claim [cigarette] butts contain the same toxins found in cigarettes and cigars, and can contaminate the environment and water sources.
According to Thomas Novotny from the San Diego State University and environmentalist Elli Slaughter, an estimated 4.5 trillion of the annual 6 trillion cigarettes are flicked onto the roadside or on a pavement.
And the researchers claim the ban on indoor smoking may have made this situation worse.
Novotny and Slaughter want the tobacco industry to be held legally responsible for clean-up costs associated with their products, as well as warning messages put on labels on cigarette packages about the toxicity of discarded butts.
The plans also include a deposit-return scheme, similar to that used for glass and metal.
Other options include requesting the industry to pay an advanced recycling fee or to take back all discarded tobacco waste products.

It is illegal to liter, yet every smoker thinks absolutely nothing about throwing his butt out the car window. Same thing with those walking around who trow their butt on the ground. If I did that with my gum wrapper I'd have the eco nazis all over me and I would correctly get a ticket. Why is it different for smokers?
But then the nanny-staters would have to find something else to pi** and moan about ....

So, as I see it, the is the fault of those who banned indoor smoking. Back when we could smoke indoors, there were ashtrays... which bartenders and others collected butts in so they could properly dispose of them.
If you force people to smoke their (legal) cigarettes in the middle of the street, then you're probably going to find butts there.
How else can we collect DNA evidence against the perps..

Color me highly skeptical. Tobacco, as such, is not particularly more hazardous or toxic than just about any other plant product. The smoke from burning tobacco is actually quite similar to smoke from burning cotton, wood, or other plants.
The reason cigarette smoke is hazardous is simply because people routinely inhale it deeply into their lungs in massive quantities over long periods of time, because of the addictive qualities of nicotine. It’s not that there’s anything all that unusually hazardous about the smoke itself.
Since cigarettes are mainly tobacco and paper (wood/cellulose), I find it difficult to imagine discarded butts as all that toxic. But possibly there’s something unusually hazardous about the filters.
The filters are plastic. They do not biodegrade.
Eventually, even plastic auto parts will biodegrade.
Smokers are special. They believe that due to their addiction society should genuflect to their needs 24/7.
Here’s another idea: they should require Starbucks to clean up all the plastic drink lids that are tossed around to litter the streets. They should require the city to send a truck around behind the garbage truck, to pick up all the trash that the garbage collectors strew into the streets due to carelessness and/or laziness. They should enact that idea some kid had a few weeks back about changing the font in the government printing offices, to save billions in paper and printing costs.
I am sure there are lots of other ideas. But none of them would give the libs as much pleasure as going after smokers in some new way.
