"No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance."
The 'educational benefits' do not extend to the dorm room. If it did, you could then rightly argue that same-sex dorms themselves are illegal, since they clearly segregate on the basis of gender.
The underlying Senate vote was 71-29 and you blame Nixon????
Maybe, just maybe, the Senate had enough votes to override a veto.
