Not justifying this, but IF they had already declared an unlawful assembly, then she probably should not have been what appears to be the skirmish line there. I had a similar experience with a college party that got out of hand, and we were told NOT to let people get behind us. That being said...we did guide/push them.out to where we wanted them to go...

I'm not happy with TPD officials. They escalated without doing a good job of securing the area. There were still people indoors. At least one of the establishments herded all the customers back inside when the police came. Also the side streets and pedestrian access were still open. It's a good thing it wasn't a real riot, the police might have taken some serious casualties from getting surrounded that way.

The timestamp seems consistent with sending shortly before the game ended. So a number of people stepped out of the bars and restaurants into the situation. Since it's a small area prone to loud celebrations they may not have realized things were getting ugly. There was a celebration there Thursday night with just as many people and no significant issues reported.

It is important to note the young lady seemed to be walking in the direction of the skirmish line with a cup in her hand. The police officer might have been tasked to protect the rear and thought the girl was about to dump something hazardous on the backs of the police. It is also important to realize many young people are completely oblivious and lack situational awareness.

Frankly the baton position appears consistent with an unlawful and deadly assault. That's very disturbing. She could have been killed or seriously injured for literally just walking out of the coffee shop in the wrong direction. This could have turned out very badly and someone at TPD needs to re-think the police response to the whole episode.
