Ok.

Let’s say a car is going 90 in the left lane, no one else on the road, completely free and open right lane, and a car comes up at 110 in the left lane and tailgates the left lane car.

You’re saying the left lane car at 90 will get a ticket for holding up traffic?

Yes, that's the law.

It was discussed, on talk radio, newspapers, legislature, water coolers, extensively before the legislative votes were taken.

I noticed a difference on the interstates within months.
