Civilian who killed Sailor at Naval Station Norfolk identified
"Norfolk, Va. The civilian gunman accused of killing a sailor aboard the destroyer Mahan on Monday night before being fatally shot is Jeffrey Tyrone Savage, the Navy announced on Thursday.
The Navy says Savage, 35, drove his 2002 Freightliner through Gate 5 just after 11 p.m. He then went to Pier 1 and left the truck and tried to get onto the USS Mahan.
He was stopped by security there and thats when a struggle started. They say Savage disarmed a petty officer of the watch and Savage then used the weapon to kill Master-at-Arms 2nd Class Mark Mayo, 24. Savage was then shot and killed by other security forces on the scene.
Officials say Savage had a valid Transportation Worker Identification Credential. This ID alone does not authorize base access. They say it must be used along with other documents to gain entry.
They say Savage did not have any reason to be on Naval Station Norfolk.
NewsChannel 3 spoke to Savages mother who is apologizing to the sailors mother about what happened. She tells NewsChannel 3 that Savage was a good father and son, but something was going on with him. She would not go into detail about exactly what that something was.

In 2005, Savage was convicted of manslaughter in Mecklenburg County, North Carolina.
Before that, he served time in Maryland for dealing crack.
The Navy says he worked for Majettes Trucking.
Labarbara Majette says he didnt technically work for her; instead he drove a truck she leased out to Rail Port Trucking on South Military Highway in Chesapeake.
I dont know anything. They let us know that he had the credentials, he had the experience. And you know he was a driver, says Majette.
NewsChannel 3 went to Rail Port where he drove trucks to see what his former co-workers had to say about the 35-year-old from Portsmouth.
No one there wanted to talk including a man who appeared to be managing the business.
Its unclear how long Savage had worked at Rail Port.
Labarbara Majette, who owned the truck he drove didnt know anything about Savages work status with the company.
His former employer did not want to talk to NewsChannel 3 about if they knew of Savages violent past.
Its one that included two different stints in jail, including being locked up for manslaughter as recently as five years ago.

The TSA is responsible for issuing TWIC credentials and has a history of hiring felons for their ranks.

Despite his priors, and potential exposure to prison dawa, this Savage's most recent act of trespass and murder have been immediately deemed unrelated to terror.
Of note in the above report is the consistent 'know nothing' characterizations/silence about this Savage's character by his neighbors and employers.
Few circumstances yield such consisent silence about a criminals character.
That guy should never have passed a background check to receive a pass onto that base.
Then, when he came on base that night and did not have all of the necessary paperwork, despite his pass, he should never have been allowed on base.
Heads need to roll.
I talked to some folks on NNS (Norfolk Naval Station). Apparently the young Petty Officer 2nd Class, Mark Mayo, was the Head of the Base Watch. He saw the truck come on base and was suspicious because of an incident with a similar truck (different driver) some days earlier.
He followed it and when he saw it stop near the USS Mahan and the driver get out and start up the gang way...he began running to the ship. The Sailor at the top of the gangway on watch was a female sailor whom this person approached and then began struggling with. He (this large, powerfully built ex-convict who had spent time in prison for attempted murder and crack cocaine) overpowered her and took her gun.
That’s when Mayo arrived and pushed the female sailor to the deck and himself took the bullets the intruder fired. That gave the other sailors on watch on the USS Mahan the time to fire their weapons and cut the intruder down.

Also, the Petty Officer who was disarmed was female. This fact was avoided in the article. Did the physical mismatch have anything to do with the subsequent shooting?
One would think that a warship would be more ably guarded/defended, no matter where it is moored. Just saying.

Not to overstate the obvious but Background checks, including security clearances have a huge, gaping hole in their flank, especially in recent years.
He did not have a pass to be on the base.
He had an ID, but that would not have allowed him on the base.
Jeez, they shot him almost immediately.
I would say that someone getting through one guard before getting shot is pretty decent security. Especially when on a US Base.
One would expect the security BEFORE the ship to grab most of the bad guys.
Sickening. and I’ve only opened one of the articles... apparently, the ‘new’ screening system doesn’t even have access to the NCIC database???????? How the frick does THAT happen??/rhetorical question..

RAPIDGates system, though, also has limitations.

Apparently she was not only disarmed but on the ground when Mark Mayo 'stepped over her' & took the bullet to save her.

According to the article, he went up the gangway and was apparently on the deck of he ship (an Arleigh Burke class destoryer). Moreover, he disarmed the sentry. I wouldn’t say that is “pretty decent security”.
True, he was shot fairly quickly but what if there had been more than one person involved in the assault and they managed to get on base without incident?
If you’ve ever guarded a sensitive facility (and I have) you would find this situation alarming.

My questions is... Why was this "contractor" given access to the base after taps and did anyone validate his bill of lading?
Installations onboard do not normally take deliveries after working hours unless arranged in advance.
I stood many a gate guard during my 20 yrs of service and this person's need to be onboard after normal working hours would have raised a red flag for sure.
Ship's don't take deliveries after taps and if they do they are well aware of who and what is being delivered.
Regardless of time of day an 18 wheeler should never be permitted onboard without a valid lading and POC at end point."
Are you suggesting that if "they shot him almost immediately" this is proof of decent security, Vermont Lt?
Savage managed to drive his company's rig to the dock by virtue of that TWIC. Another scenario with multiple intruders driving an unchecked rig to the destroyer at the dock by virtue of a TWIC could prove far more catestrophic, don't you think?
