I was thinking of the person dying that took the stuff, but to rob that from a military operation would take several people and I am sure more than one knew where that was buried.

I think and person legally owned that and buried it. Later died from a disease quickly or were old when they died and forgot to tell relatives about it.

Lesson to be learned here is to get rid of something like this a little bit at a time and to not make the news. Never brag about found riches.
Basic tax law covers this by the way.
