With all due respect I think that the investigation has been one revelation after another leading to bigger and bigger pieces of evidence. I believe we are talking national security here and for some reason a late March date has some significance. Originally I thought they were waiting for CPAC, March 6th, but now with the letter mentioning the 19th I have no clue.

You are right about the MArch 19 date... but this is an email NOT from Zullo, but a third party, and Orly does not even seem to be certain it is real.
Zullo can easily say “I never said March 19” but at this point I am beginning to lose hope in him ever revealing anything
If they know something, tell it now- what is to be gained by waiting?
