There is no way for a public records custodian to verify accuracy of records of which he (nor anyone else in the records office) have firsthand knowledge of their creation. A public records officer testifies only as to what the records indicate. The law presumes the integrity and bona fides of the information by virtue of it being part of a system of records created and maintained under the auspices of that office.
