It is not too bad for an amateur. Obviously, the person is not an artist. Maybe a tight budget at the PD and they asked someone who claimed that they could draw compose the picture?

I have taken several classes in portrait drawing. It is difficult to get a likeness when you are sitting there looking at the person but try to imagine drawing what someone TELLS you the person looks like.
The witness may be traumatized and only got a glimpse of the perp, that would make it even harder.
I have often wondered if they show the witness pictures of different eyes, noses, mouths and other features and let the witness select the ones that look like the person as they remember him.
The obviously did not do that in this case.
