Not to take anything away from Putin, but if I recall correctly, Chuck Norris’ 8th degree blakc belt is in Tang Soo Do, which some people say is more rigorous than Taekwondo. I also note that Putin’s 9th degree is honorary, whatever that means.

Putin was modest upon receiving the award, stating: "I don't think I have earned such a high Dan." You didn't. That's why they stuck the word "Honorary" on the front of it.
