Because the cops witness at least two high felony actions behind the wheel of the car and the driver was a danger to everyone at that point.
At one point the trailer of the car gets whacked off by another car when the driver blew a red light through an intersection at high speed.
I don’t know how an officer could back off legally on that.
After watching the video I'd guess the cops will justifiably say the truck had to be stopped and only they could make that call after witnessing the drivers behavior. Sad all the way around.

Most likely it too fun and exciting for them to give up. Happens all the time. There was a story a while back where half a department got involved over an engine backfiring.
