Good question, who decides what is acceptable behavior. Answer, someone does.

My mother decided very early what was acceptable and what was not and made major and minor corrections until she passed on.

Historically the standard for quite a while as been the Bible in the USA.

In the end days, everyone does what is right in their own eyes.

I guess right now the government has replaced God and decides what is acceptable and what is not. And we let them.
