Sure. How many are old enough to recall even two thirty year weather cycles? It takes that many (or a lot of paying attention to your elders and a few decades of your own) to realize the cyclical nature of weather on even such a small scale.
I won't even touch on the hubris involved in thinking we can have a serious effect on the weather short of producing our own near extinction level event.
