That’s what I was thinking. There seems to be a significant difference between American blacks and non-American blacks, such as those from the West Indies or Ethiopia.
I don’t think it’s a black phenomenon, as much as an American black culture phenomenon.

It's the toxic American black culture. I grew up with black people who were not part of such culture, but came from families who emphasized the importance of education, and so they became achievers, before affirmative action.
No ethnic group has ever become mainstreamed without strong familial support for the education of their brightest and most capable children.
