If he doesn’t need to be naturalized, doesn’t that mean he’s a Natural Born Citizen?

No, he didn’t have to be naturalized. He was an American citizen when he was born as his mother was an American. He is as American as if his mother lived in Minnesota and went across to Canada for a shopping day and had the baby there. His citizenship passes from the mother to the baby. She fills out the information for the birth certificate that he is an American and that goes on the birth certificate.
While she was living in Canada at the time, she was not a Canadian citizen, was an American citizen.
If a woman is an American citizen living in Laredo, Texas, and goes shopping one day into Mexico, and the baby comes while she is in Mexico, the baby is an American. Does not have to be naturalized.
If an American going to have a baby has to fly to China for something and the baby is born in China, the baby is an American, not Chinese. Does not have to be naturalized.
I had lunch today with a person who was born in Cuba, he was a Cuban citizen as his mother and father were also Cuban citizens. He came to the states when he was fourteen and became a naturalized citizen. That is what a naturalized citizen is - a citizen of another country who wants to become an American citizen. If you are American from the beginning, you do not have to be naturalized as you were naturally born an American to start.
This will keep going around in circles until Cruz decides whether or not to run for president. If his mom did not declare him to be an American at birth, but let him become a Canadian, not an American, then he had to be naturalized when he came to the states if he wanted to be an American. That would prevent him from becoming president. One is either a natural born citizen or a naturalized citizen.
Cruz is a citizen and has every right as any other citizen born in this country.
What he does not have is the requirement for a job. He is not a natural born citizen (that actually requires him to be born in the continental United States to parents who are both citizens) Natural born isn't a citizenship status IT IS A REQUIREMENT FOR TWO DIFFERENT JOBS in this country(president and vice president)
People used to understand this because they used to actually teach this when they actually taught American History and Civics instead of Social Studies .
McCain flat out knew this too when he decided to run for office. THEY USED TO TEACH THE MILITARY this too. McCain is a citizen but because he was born overseas he did not qualify even though his parents were serving . He is 100% American and there is no doubt about this but the requirement for those two offices were put there to insure we never ended up with someone like who we have now. Natural born is not a citizenship status , it is a job requirement
So what does McCain do ? He has congress redefine what it means to be a natural born citizen. Congress decided that it was ok because he was born on a base (born on a base overseas used to mean you were automatic citizen - born off base used to mean you had a choice to be citizen of this country or citizen of the country you were born in the day you turned 18 and all you had to do was sign a stinking piece of paper )Congress at this time stated that you can be born overseas and HAS TWO AMERICAN PARENTS .No matter how you look at it Obama does not even qualify under how they redefined natural born because his FATHER WAS NOT AN AMERICAN AT THE TIME OF HIS BIRTH and you can't even try to stretch what they said because fact is Obama's daddy never even became one.

Absolutely. Citizenship by birth is all the term means.

My brother who was killed in the battle for Okinawa and myself who served overseas in WWII were born in the USA. We didn’t need to be naturalized to be a citizen, but we were not ‘natural born’ as I read the discussions by the Founders.
