Look at the type of ammo ... much handgun ammo, as in for guard duty at the oligarchs’ ‘retreats’. The armored vehicles could be used to try and pacify suburbs where foods would be confiscated to feed city folks, but the more likely use would be to help protect the ‘retreats’ until the death and disease pacify the countryside in preparation for the new order.

Yeah, but I’d say the Gestapo did a little more than just destroy people financially. They’re kind of similar, if you exchange the trench-coats and lugers for orthopedic shoes and paperwork.
