Pull the plane back to the terminal and let the people out if it's going to take an hour or more on the runway.

The problem is the number of gates is fixed. If there is a backup, you cannot create more gates.

I know it is an inconvenience. If the airlines would pass out free drinks and order a dozen pizzas, there would be no problems.
