I have a hard time feeling sorry for the airlines. You leave passengers on a plane on the runway with no air conditioning, no food, no water, overflowing toilets and absolutely no idea when or even if you will be able to fly you are just begging for regulation. Pull the plane back to the terminal and let the people out if it's going to take an hour or more on the runway.

Pull the plane back to the terminal and let the people out if it's going to take an hour or more on the runway. The problem is the number of gates is fixed. If there is a backup, you cannot create more gates.
I know it is an inconvenience. If the airlines would pass out free drinks and order a dozen pizzas, there would be no problems.

problem is often there’s no gate open to bring the plane back to, they don’t sit vacant for long.
