London Fog, I presume? Can’t quite make out the label, but it appears to be the genuine article. If so, have one like it in my closet; rain in and around San Francisco sometimes warrants it. And, too, there’s the truism, “The coldest winter I ever spent was a summer in San Francisco.” Makes one glad of the warm lining.

Think that is what Joe is joking about.
I'm not in London,60 miles away in the Midlands.
The old smog problem was sorted out with the 'clean air act' back in the '60s.
You still can't beat the week long freezing fogs, they produce a really pretty winter scene.
